UN Position on the Zero Tents Vision

The UN Resident Humanitarian Coordinator for Syria, Natalie Fustier, announced the organization's readiness to support the "Zero Tents" vision and to assist displaced families in rebuilding their lives. The statement was published by the UN Mission in Syria on the platform X, following a meeting between Fustier and Aleppo Governor Azzam Al-Gharib.

The meeting addressed UN support mechanisms for recovery efforts and the identification of sustainable solutions for affected populations. Fustier commended the cooperation between local leadership, communities, and international partners, stating that Aleppo's experience demonstrates what can be achieved when efforts are united.

Aleppo as a Model for Joint Cooperation

The UN Mission described the city of Aleppo as a model of effective cooperation between local authorities and international partners. This characterization represents formal UN recognition of the governorate's efforts in managing displacement and preparing conditions conducive to the safe return of residents.

The 2026 Plan and Closing Displacement Camps

In late 2025, the Executive Office of Aleppo Governorate announced the launch of the foundational phase of the "2026 Plan", with the permanent closure of all displacement camps within the governorate as its primary objective, to be completed before the end of the current year. This initiative falls within a broader framework aimed at improving conditions for displaced persons and transitioning toward sustainable, permanent housing solutions, representing a pivotal milestone in the governorate's recovery trajectory.

Field Visit and Monitoring of Displacement Conditions

Minister of Emergency and Disaster Management Raed Al-Saleh disclosed details of a field visit conducted alongside Idlib Governor Mohammad Abdul Rahman and the UN Coordinator to a number of displacement camps in the governorate. Speaking on 3 May, the Minister reported that the visit included a review of camp conditions and the severe humanitarian hardships faced by displaced persons, with emphasis on the need to sustain the humanitarian response plan to ensure service continuity during this critical phase.

Decree 59 and the Pathway to Safe Return

Minister Al-Saleh stressed the importance of accelerating implementation under Decree (59) as a practical pathway for rehabilitating infrastructure and creating the conditions necessary for the safe and orderly return of residents. He affirmed that realizing the "Syria Without Tents" vision requires a high level of coordination and an active partnership with the United Nations and all relevant stakeholders.
