Syria's Real Estate Finance Authority Reviews Legislation to Pave Way for Company Licensing

Legislative Framework Under Review

The board of Syria's Real Estate Finance Supervisory Authority convened for its third session of 2026 under the chairmanship of Finance Minister Mohammad Yasser Barnieh. The meeting focused on reviewing Law No. 15 of 2012 and updating its executive regulations as a preparatory step toward licensing real estate finance companies in the country.

According to a statement published by the Ministry of Finance on its official Telegram channel, the session underscored the importance of adopting modern standards in real estate finance systems, keeping pace with growing property investment, encouraging the development of a mortgage market, and providing accessible financing solutions, including the establishment of a real estate guarantee fund.

Regulating the Real Estate Valuation Profession

The board discussed licensing procedures and examination requirements for real estate valuation experts, with the aim of strengthening professional integrity and improving service quality in the sector. It also reviewed the advisory guide on real estate valuation standards and examined a proposed amendment to the regulations governing the establishment of real estate finance companies.

Exemptions for Applicants from Eastern Governorates

The board approved a measure allowing applicants from eastern governorates to sit the real estate valuation expert certification examination without completing the mandatory training period, provided they hold at least two years of practical experience. The decision acknowledges the particular circumstances of those regions.

Expanding Accepted Specialisations for Valuation

In response to a request from the Syrian Engineers Syndicate, the board approved the addition of mechanical engineering and electrical engineering specialisations to the list of disciplines eligible to apply for the real estate valuation expert certificate. Licences granted to holders of these specialisations will be restricted to the valuation of industrial facilities.

Cooperation with Arab Counterpart Bodies

The meeting also addressed ways to strengthen cooperation between the Real Estate Finance Supervisory Authority and equivalent bodies across Arab countries, with a view to exchanging technical expertise, advancing the valuation profession, and raising the competency of practitioners in the field.

The authority's board includes representatives from the ministries of finance, economy, industry, and tourism, as well as the Central Bank of Syria, the General Establishment for Housing, the General Directorate of Real Estate Affairs, the Insurance Supervisory Authority, the Syrian Securities and Financial Markets Authority, the Damascus Securities Exchange, and a number of specialised experts.
