Syrian Engineers Syndicate Launches Facilitation Package for Assessing War-Damaged Buildings

The Syrian Engineers Syndicate has announced the adoption of a new package of procedures aimed at accelerating the completion of engineering inspection reports and structural assessments for buildings damaged during years of conflict across Syria's governorates. The initiative is designed to support rebuilding efforts and ensure that restoration works are carried out in accordance with approved technical standards.

The new facilitations include free initial inspection services for damaged buildings, as well as discounts of up to 50% on the fees for reports and engineering studies related to humanitarian organization projects and infrastructure works.

Classification of Damaged Buildings

The Syndicate, in cooperation with the Ministry of Public Works and Housing, has adopted technical standards that classify damaged buildings into three main categories:

• Buildings suitable for direct restoration without the need for structural reinforcement.
• Buildings requiring reinforcement works prior to restoration.
• Unsafe buildings that must be demolished and fully rebuilt.

Scope of Discounts and Beneficiary Sectors

The 50% discount applies to structural assessment reports (S2) for projects undertaken by international and local organizations operating in the relief sector. The same discount is extended to engineering studies for temporary housing projects, the rehabilitation of hospitals, health centers, and educational institutions, as well as infrastructure projects of all kinds.

Engineering Workforce Training

The Syndicate is currently implementing specialized training programs to qualify engineers for participation in comprehensive damage survey operations, in accordance with the approved national methodology covering the three assessment stages: S1, S2, and S3. These programs aim to raise the technical capacity of engineering personnel and standardize field practices at the national level.

National Framework for Assessment and Rebuilding

These measures form part of the national methodology for surveying and assessing damage to structures and buildings, overseen by the Ministry of Public Works and Housing in cooperation with the Syrian Engineers Syndicate. The Syndicate emphasizes that an approved structural safety report must be obtained before any restoration work begins, with the overarching goal of protecting lives and property and ensuring the quality of buildings being rebuilt across Syria's governorates.
