Syria Recovery Trust Fund Approves Two Projects Worth EUR 3.86 Million

Two Projects Approved

The Syria Recovery Trust Fund (SRTF) announced on 28 July 2025 the approval of two new projects aimed at advancing recovery efforts and improving essential services across several Syrian governorates. The fund stated that the projects reflect its continued commitment to promoting sustainable recovery and supporting the livelihoods of local communities throughout Syria.

Multi-Sector Rehabilitation in Jisr al-Shughur

The first project, titled "Multi-Sector Rehabilitation Initiative in Jisr al-Shughur, Phase II," was developed in direct coordination with the Higher Commission for "Syria without Camps." It carries a budget of EUR 1.96 million and will be implemented over a period of twelve months.

The project aims to create conditions for the safe and dignified return of residents by rehabilitating essential infrastructure and strengthening the local community's capacity for stability. Its activities include:

• Rehabilitation of 250 damaged homes
• Restoration of three schools and three water pumping stations
• Cash-for-work opportunities for 200 individuals
• Agricultural assistance for 250 families to cultivate household gardens

The project is expected to improve food security, broaden access to education and water services, and contribute to the implementation of the "Syria without Camps" vision.

Agricultural Support in Raqqa and Deir ez-Zor

The second project, titled "Agriculture Support to Farmers in Raqqa and Deir Ezzor Governorates, Phase X," continues the fund's assistance to Syria's agricultural sector. It carries a budget of EUR 1.9 million and will likewise be implemented over twelve months.

The project seeks to strengthen wheat production and support agricultural cooperatives by supplying certified wheat seeds, fertilizers, pesticides and agricultural machinery. It is expected to benefit 1,118 farmers across several cooperatives in the two governorates, contributing to increased agricultural output and improved food security.

SRTF Director General Hani Khabbaz stated that approving these two projects demonstrates the fund's unwavering commitment to supporting Syria's rebuilding through targeted interventions that address communities' urgent needs. He added that the fund is working with relevant government authorities and implementing partners to restore essential services and create sustainable opportunities that allow families to rebuild their lives.

Fund Structure and Financing Mechanism

All funding provided by the SRTF consists of non-repayable grants contributed by the countries represented on its governing bodies. KfW Development Bank serves as the fund's trustee, overseeing disbursement, financial administration, auditing and the application of transparency and integrity standards. The SRTF was established as the first rebuilding trust fund for Syria operating independently of both the World Bank and the United Nations, a structure designed to ensure that the former Syrian regime could not control or benefit from its resources in any way.
