Overall Removal Figures

Syria's Ministry of Emergency and Disaster Management announced on Tuesday the removal of approximately 747,000 cubic metres of rubble over the past three months. The work was carried out through dedicated, organised projects across a number of Syrian governorates. The Ministry clarified that these figures cover only structured rubble-removal projects and do not include routine daily service operations.

Geographic Distribution

According to Ministry data, Idlib governorate recorded the highest volume of rubble removed, at approximately 400,000 cubic metres, followed by Aleppo with 147,000 cubic metres and Hama with 141,000 cubic metres.

  • Latakia: 44,000 cubic metres
  • Rif Dimashq: 15,000 cubic metres

Context and Objectives

The Ministry stated that these efforts form part of the national recovery track, aimed at improving service conditions and creating a safer environment for residents. The Ministry of Emergency and Disaster Management is a newly established body, founded in March 2025 under Minister Raed al-Saleh, the former head of the White Helmets organisation.

Scale of Overall Damage

A report published by the Response Coordinators team at the start of this year estimated the total volume of concrete rubble at approximately 6.9 million tonnes in the first phase of assessment. The report documented extensive damage across multiple sectors, including:

  • 161 health facilities destroyed or damaged
  • 892 schools and educational facilities
  • 4,626 kilometres of public roads and 51 bridges
  • More than 511 bakeries, 66 telecommunications towers, and 72 water stations
  • 7,393 kilometres of sewage networks
  • 312 mosques and places of worship

Ongoing Projects Across Governorates

Rubble-removal projects continue across multiple governorates. The Ministry has launched operations in areas of Aleppo governorate, while similar work is under way in rural Latakia in cooperation with the Syrian Civil Defence. In Deir ez-Zor, a project to relocate 75,000 tonnes of rubble has been initiated with United Nations support.
