As part of the 2026 budget, the Syrian government announced the launch of the "Infrastructure Fund" with an expenditure of approximately $3 billion, which intersects in its goals with the "Syrian Development Fund" to radically end the camps issue. This massive national project aims to end human suffering by rehabilitating and building 50,000 housing units dedicated to resettling about 7 million internally displaced persons (IDPs) and facilitating the dignified return of 6 million refugees to their cities and villages. The action plan includes a top priority for rehabilitating dilapidated vital infrastructure, including restoring and equipping thousands of schools, hospitals, and health centers, in addition to water and power generation plants. 40% of the financial expenditure has been allocated to basic service sectors, representing the main pillar for comprehensive economic and social recovery in Syria.
