
The Ministry of Local Administration and Environment has reviewed the first official edition of the Unified Procedural Guide for Investment and Contracting Management in Administrative Units. The guide is designed to organise and simplify contracting procedures and the investment of municipal and local council assets.
According to the Ministry, the guide pursues several interconnected objectives:
The guide comprises 8 chapters and 11 annexes covering the full contracting cycle. The scope spans decision-making governance and the distribution of authority, the inventory and classification of administrative unit assets as an investment portfolio, project tendering, implementation monitoring and oversight, and the resolution of settlements and disputes.
The guide provides a unified procedural reference for companies and investors seeking to contract with municipalities and local councils. By clarifying the distribution of authority and the stages of project tendering and follow-up, it reduces procedural ambiguity and standardises the rules for participating in local competitive processes.
The Ministry presented the guide as a foundation for developing local asset management and improving investment efficiency, in line with good governance standards and modern administrative practices for local administrative units.
