
Syria's Ministry of Local Administration and Environment announced on Tuesday the release of the first official edition of the Unified Procedural Guide for Investment and Contracting Management in Administrative Units. The guide is designed to regulate contracting procedures and the management of municipal and local council assets across the country.
The Ministry stated that the guide aims to simplify administrative procedures, protect public funds, and create a fair competitive environment for investors and contractors, while reinforcing transparency in the management of public property.
The Director of Property and Investment at the Ministry, Mohammad Qara Damour, explained that the guide distinguishes between two main categories of contracts: expenditure contracts and revenue contracts. It adopts the new Syrian pound as the financial basis for setting thresholds and evaluating financial operations.

Through both the guide and the anticipated legislative amendments, the Ministry seeks to standardize working procedures across administrative units, reduce inconsistencies in contracting and investment practices, and enhance oversight of public asset management.
