A Ministerial Visit with Economic Significance

The UAE Minister of State for Foreign Trade, Dr. Thani bin Ahmed Al Zeyoudi, visited Damascus in a visit that carried several economic messages, the most prominent of which was the announcement of the reconstitution of the Syrian-Emirati Business Council. The move signals both countries' intent to advance their economic relationship from coordination toward concrete partnerships and investment.

Syria's Economy Minister Outlines the Council's Role

Minister of Economy and Industry Dr. Nidal Al-Shaar affirmed that reconstituting the council represents an important platform for strengthening bilateral economic cooperation and activating the private sector's role in building sustainable investment and trade partnerships. He indicated that the government looks to this step to increase the volume of trade exchange and attract investments that support development and rebuilding efforts.

Al-Shaar noted that the council will direct investment toward strategic sectors, including:

  • Agriculture and industry
  • Energy and infrastructure
  • Logistics and technology
  • Financial services

These are sectors on which the government is counting to underpin economic growth in the coming period.

Beyond a Formal Procedure

Economists view the reconstitution of the council as more than an institutional formality. They see it as an indicator of a shared desire to give the private sector a greater role in steering the economic relationship between the two countries, and to translate governmental understandings into productive, investable projects.

Conditions for Success

Economic expert Dr. Basem Al-Mustafa described the reactivation of the council as a positive step, while noting that it will require practical translation through the launch of joint projects, facilitation of investor mobility, and removal of obstacles that could impede investment implementation. He added that the UAE possesses extensive experience in regional investment, while Syria holds significant opportunities in production, industry, agriculture, and services, positioning the council to play a pivotal role in connecting investment opportunities with capital, provided that improvements to the business environment and more flexible procedures for investors continue.

Al-Mustafa also noted that the choice of Damascus as the venue for the announcement signals that Syrian-Emirati economic relations are entering a more active phase, stressing that the initiative's success will ultimately be measured by the volume of investments executed and the number of projects launched, not by the number of meetings held or agreements signed.

From Announcement to Implementation

With the council reconstituted, attention now turns to the practical steps that will follow, and to the capacity of the private sector in both countries to translate this initiative into genuine partnerships that stimulate economic activity, expand trade, and generate new investment opportunities serving the shared interests of Syria and the UAE.
