Omran Cement Output Rises to 3.7 Million Tonnes

The General Company for Cement and Building Materials Industry and Marketing (Omran) is rehabilitating idle cement plants and returning them to production by contracting Arab and foreign investment companies. The company aims to raise output, introduce modern technology, train national staff and supply cement to standard specifications at competitive prices.

Production Figures

Director General Mahmoud Fadila told SANA that Omran's output rose from about 2.5 million tonnes in 2025 to about 3.7 million tonnes at present. He attributed this to the rehabilitation of several plants and the offering of others for investment.

Fadila said the company treated the state of the sector as an opportunity to reactivate idle plants and make use of their assets and equipment.

Adra Cement Plant

Work began with contracts to rehabilitate several plants, including the Adra cement plant in Rif Dimashq, under a framework agreement with Saudi Northern Cement Group. The agreement focused on training staff, producing cement with national expertise and reactivating equipment and production lines.

Omran signed an agreement with the group in September 2025 to rehabilitate and develop the plant, on the sidelines of the ENTERCEM 2025 international cement conference in Istanbul. The agreement covers:

  • Training and qualifying 40 engineers and technicians.
  • Developing production lines and laboratories.
  • Reducing operating costs.
  • Producing new types of cement and importing clinker.

The implementation period is set at 120 days.

Investment Terms and Oversight

According to Fadila, the investment objectives include preserving plant assets and returning them to the Syrian state once the investment periods end, with plants reaching about 85 percent of operating capacity using the latest technology.

He said Omran is an active partner in carrying out investment plans and setting production shares, and that its staff continue working in the plants while investors are required to train them. The company has also formed supervision and follow-up committees at each invested plant to monitor operations and coordinate with investors.

Value of Investment Contracts

Fadila stated that the total value of the investment contracts the company has secured reached about $1.5 billion, with emphasis on conditions that protect the public interest, chiefly safeguarding plant assets, training national staff and introducing modern technology.

He added that Omran's role goes beyond supplying cement to include following market policy, studying market requirements and working to supply the material at competitive prices.
