Nasib–Damascus International Highway Maintenance and Rehabilitation Project

The Nasib–Damascus International Highway Maintenance and Rehabilitation Project is a road infrastructure project in Syria, covering the maintenance and rehabilitation of an approximately 100-kilometre section of the international highway connecting Damascus with the Nasib Border Crossing on the Jordanian border. The designated section consists of four traffic lanes and includes asphalt resurfacing, pavement repairs, road safety improvements and supporting infrastructure works.

The project was awarded to Kuwait's Combined Group Contracting Company (CGC) by the General Establishment for Road Transport. The contract was formally signed on 22 September 2026, with an implementation period of 400 calendar days, equivalent to approximately 13 months from the actual commencement of works.

Project Scope and Road Rehabilitation Works

The project focuses on rehabilitating the existing 100-kilometre section of the Nasib–Damascus International Highway, addressing damaged pavement areas and improving the road's surface and associated infrastructure.

The planned engineering works include removing deteriorated asphalt layers of varying thicknesses and applying new asphalt layers according to the technical requirements of each section. Areas with more extensive damage will receive additional treatment based on their specific engineering conditions.

The main project activities include:

  • Milling and removing damaged asphalt pavement layers.
  • Applying new asphalt layers to rehabilitated road sections.
  • Repairing severely damaged pavement areas according to technical requirements.
  • Repairing road barriers and associated road structures.
  • Maintaining selected bridges and sections requiring rehabilitation.
  • Cleaning the central road median.
  • Applying road surface markings and pavement paint.
  • Installing roadside delineators and safety indicators.
  • Providing warning and directional traffic signs.
  • Carrying out preparatory works for road lighting.

These activities cover pavement rehabilitation, road infrastructure maintenance and the installation or preparation of traffic safety elements along the designated highway section.

Engineering Surveys and Technical Assessment

Before the main rehabilitation operations, the road underwent surveying and technical assessment in both directions. In April 2026, the Combined Group Contracting Company (CGC) carried out road surveys using laser technology and high-resolution cameras.

The surveying process involved producing three-dimensional models of the road surface, allowing pavement defects and damaged areas to be identified and assessed. The resulting technical information provides a basis for determining the rehabilitation requirements along the highway.

Engineering Equipment and Implementation Preparations

Preparatory activities for the project were reported in August 2026. The first batch of specialised engineering machinery and equipment arrived at the Nasib Border Crossing in early September 2026.

The initial equipment delivery included machinery designated for removing and milling damaged asphalt layers, preparing the existing pavement for rehabilitation and the application of new asphalt layers.

Additional machinery and equipment were scheduled to arrive in subsequent batches to support the different stages of the project. The implementation arrangements also include providing the technical personnel and equipment required for the rehabilitation works.

Contract Details and Implementation Period

The project contract was signed on 22 September 2026 between the General Establishment for Road Transport and the Kuwait-based Combined Group Contracting Company (CGC).

The contracted implementation period is 400 calendar days, approximately 13 months, starting from the actual commencement of the works.

Published reports have placed the project value at more than USD 46 million. The reported figures vary, with SANA citing an earlier awarded value of approximately USD 46.8 million, while other reports describe a reduction in the contract value without providing one consistently confirmed final amount.

Road Connectivity and Transport Function

The Nasib–Damascus International Highway connects the capital, Damascus, with the Nasib Border Crossing on the Jordanian border. It forms part of the international road network used for passenger transportation, freight movement and transit traffic.

The highway serves as a road connection for trucks, commercial vehicles and passenger transport. Its rehabilitation programme addresses pavement conditions, road markings, traffic signs, lighting infrastructure and road safety installations along the designated section.

The project scope combines road surface reconstruction, maintenance of existing infrastructure and improvements to traffic safety facilities across the approximately 100-kilometre corridor.
