Subscription Opens Wednesday for Abyat Hills Residential Project in Qudsaya

Subscription Launch and Registration Process

The General Housing Establishment, in partnership with Abyat Investment and Real Estate Development Company and under the auspices of the Ministry of Public Works and Housing, has announced the opening of subscriptions for the Abyat Hills residential project in the Qudsaya suburb of Damascus. Registration begins on Wednesday, 5 August, from 9:00 a.m. to 5:00 p.m., and will close as soon as the designated number of subscribers is reached.

The subscription process is managed under the direct supervision of the Establishment's staff, in coordination with partner entities, and follows an approved plan specifying the number of residential units and the project's urban components. The process aims to gauge demand and achieve the optimal distribution of units in accordance with approved technical standards.

Nature of the Subscription Fee and Financial Guarantees

The Establishment has clarified that payment of the subscription fee does not constitute a sales contract or a final allocation of a residential unit. Rather, it grants the subscriber the right to enter the allocation process based on registration priority and announced conditions, with the paid amount subsequently counted toward the installment due at the time of allocation.

To strengthen financial safeguards, all subscription funds will be deposited in a dedicated joint bank account for the project and will remain held in the names of their owners until allocation procedures are completed. No funds will be disbursed except in accordance with actual completion rates certified by an accredited engineering consultancy and financial auditor, with quality assurance maintained through to final handover.

Registration Centers and Required Documents

Subscription applications will be received through joint committees supervised by the General Housing Establishment at four centers in Damascus:

• Abyat Company Sales Center in Qudsaya (project site)
• Imtilak Real Estate Company in Baramkeh
• Mumtalakat Real Estate Company at the Damar project
• Rhodes Real Estate Company at the Damar project

Applicants are required to submit a family registry document, along with a legal power of attorney if the applicant is acting on behalf of the subscriber. Allocation priority is determined by the order in which subscription amounts are deposited at the bank, and each family is permitted to subscribe for one residential unit only.

Project Specifications and Components

Abyat Hills will comprise more than 2,000 diverse residential units, ranging from two-bedroom apartments to five-bedroom units, in addition to duplex apartments and duplex villas. The project is located in the Qudsaya suburb on an area of approximately 380,000 square meters, developed through a partnership between the General Housing Establishment and Saudi-based Abyat Investment and Real Estate Development Company. The project is planned for completion within four years, in accordance with modern urban planning and services standards.
