Aleppo Issues Zoning Plan for Al-Ashrafiyeh Expansion Study

What Was Issued

On 22 April 2026, Aleppo Governorate published on its official website the decision of the Governorate Council's Executive Office to issue the digital detailed zoning plan for the Al-Ashrafiyeh expansion study. According to the published text, the decision covers the study as amended and ratified under Executive Office Decision No. 1629 of 20 August 2006, with two further amendments introduced. The published text does not give the boundaries of the study area, its total area or the number of plots.

The Two Amendments

• Approval of shifting the built street in front of property 556 in Real-Estate Zone Two, keeping the same width, as implemented on the ground.
• Approval of redistributing the streets and the public structures and changing the urban designation of property 557 in Real-Estate Zone Two to "First Housing" (Sakan Awwal).

How the Decision Was Reached

The decision's preamble cites the Local Administration Law (Legislative Decree No. 107 of 23 August 2011) and Legislative Decree No. 5 of 1982, as amended by Law No. 41 of 2002, together with its executive instructions. It also cites Aleppo City Council Decision No. 49 of 25 May 2022, the minutes of the Regional Technical Committee (session 5, 7 December 2022) and Aleppo City Council Decision No. 123 of 18 August 2025. A letter from Aleppo City Council dated 24 February 2026 asked that the plan be referred to the Executive Office for formal issuance. The members of the Executive Office approved the decision unanimously among those present at its sixth session, held on 16 March 2026.

Notification and Implementation

Under Article 2, the decision is to be sent with a copy of the zoning plan to the Ministry of Public Works and Housing within 15 days of its date, for record-keeping, in line with Article 6 of the unified executive instructions of Legislative Decree No. 5 of 1982, as amended by Law No. 41 of 2002. Article 3 provides that the decision is to be communicated to those required to implement it.
