Sham View is a residential and commercial development between the Qudsaya suburb and the Dummar project in Rural Damascus. It was launched in Damascus on 24 August 2026 under the patronage of the Ministry of Public Works and Housing, as a partnership between the General Housing Establishment and the Saudi real estate developer Thara. SANA described it at the launch as the largest investment and residential project of its kind in Syria.
According to Tamam al-Debel, Director General of the General Housing Establishment, the Saudi partner holds real estate developer and investor certificates, granted after its financial solvency and execution capacity were checked.
At the launch, the Director General of the General Housing Establishment gave SANA the following figures:
According to A2Z Syria, Mohammed Abu Nayan, chairman of the Saudi-Syrian Business Council, said at the launch that the project is aimed at the middle class and at expatriates.
At the launch on 24 August 2026, the Director General of the General Housing Establishment said that:
According to the Ministry of Public Works and Housing's subscription page, the General Housing Establishment directly supervises subscription and allocation. Subscription for the first phase opened in September 2026. The payment schedule published with it ties the allocation payment, from which the subscription amount is deducted, to completion of 50% of the infrastructure works for the subscribed units; the full schedule is set out in the update below.
SANA reported on 22 September 2026 that Thara and the General Housing Establishment had begun subscription for the first phase of Sham View, covering 2,000 housing units. The Director General of the General Housing Establishment said these units are only the first phase, with further phases to be announced later, and that handover of the apartments will start in 2029.
The Ministry of Public Works and Housing's subscription page sets out two stages: registering interest and uploading documents through the project website, then the subscription stage from 27 September 2026, in which the applicant receives the approved form, pays the subscription amount into the assigned bank account and has the payment confirmed. According to SANA, the subscription amount must be paid within 72 hours of completing the form, and allocation procedures start within four months of signing it.
The units and payments document attached to the Ministry's page lists five categories, from one bedroom and a living room (about 65 to 85 m²) to five bedrooms and a living room (about 160 to 250 m²), with subscription amounts of 3,000 to 7,000 US dollars. The estimated price ranges from 1,180 to 1,460 dollars per square metre, with the final price set at allocation. Later payments are tied to milestones certified by the project consultant: topping up to 25% at allocation, once 50% of the infrastructure works for the subscribed units is complete; 25% when the foundations are finished; 20% when the structure is finished; 10% when the façades and shared corridors are finished; 10% when interior finishing is complete; and 10% at final handover. All payments go into the project's joint bank account at a bank approved by the company and the General Housing Establishment.
Speaking to SANA, the Director General said that work on site, including the infrastructure, got under way ahead of the formal opening of subscription so that the project would stay on schedule.
According to Euronews Arabic on 18 September 2026, Thara has contracted specialist suppliers for the project's infrastructure works, building materials and finishing.
