France's TotalEnergies, in partnership with QatarEnergy and ConocoPhillips, has signed a memorandum of understanding (MoU) with the Syrian Petroleum Company (SPC) for the exploration of Block 3 offshore Syria in the Mediterranean Sea. The signing ceremony took place at QatarEnergy's headquarters in Doha, with senior executives from all four companies in attendance.
The MoU covers a joint technical review by the partners to assess the hydrocarbon potential of Block 3 and establishes a framework for further technical and commercial discussions related to exploration activities. Block 3 is located in the Levantine Basin in the eastern Mediterranean, offshore the Syrian city of Latakia, with water depths ranging from 100 to 1,700 metres.
Julien Pouget, Senior Vice President for Middle East and North Africa Exploration and Production at TotalEnergies, noted the company's long and productive history with SPC, which spanned from 1988 to 2011, and expressed anticipation for renewed cooperation. Saad Sherida Al-Kaabi, Qatar's Minister of State for Energy Affairs and President and CEO of QatarEnergy, stated that the agreement reflects QatarEnergy's continued international growth strategy and its commitment to exploring upstream opportunities in the region and globally.
The agreement is part of a broader drive by Syria's new government to attract international energy investment following years of conflict and sanctions. It comes alongside a separate initiative in which SPC signed an MoU with Chevron and Qatar's Power International Holding in February 2026 for Syria's first offshore field exploration. In April 2026, SPC's CEO announced that Chevron had provided official confirmation to proceed, with the targeted offshore site identified and technical operations expected to commence in summer 2026. The eastern Mediterranean coast of Syria lies between major gas discoveries in Israel and Egypt, positioning the country as a potentially significant frontier for offshore hydrocarbon exploration.
