A Sovereign Fund at the Center of Rebuilding Efforts

Syria's transitional government is actively courting Arab and foreign capital to finance real estate, tourism, and industrial projects as part of its broader rebuilding agenda following more than thirteen years of war. Central to this effort is a sovereign fund established by President Ahmad al-Sharaa, tasked with managing state assets and attracting investors. The fund also administers assets seized from businesspeople who were closely linked to the former regime.

Prime Damascus Sites on the Investment Table

Among the most prominent opportunities being promoted are sites in central Damascus, including the former General Staff headquarters facing Umayyad Square, which has stood abandoned since it was damaged in Israeli strikes roughly a year ago. The site sits adjacent to the state television building and the Damascus Opera House, and is surrounded by upscale residential neighborhoods housing ambassadors and diplomats, making it one of the most coveted locations for potential development.

According to Agence France-Presse, the agency reviewed a brochure distributed during a meeting with Gulf investors that outlined available investment opportunities across multiple Damascus districts, covering residential complexes, hotels, and entertainment facilities.

Billion-Dollar Projects Taking Shape

In early June 2025, the Syrian government launched the Abyat Hills project in partnership with a Saudi company on the outskirts of Damascus, a development set to include approximately 20,000 residential units. On 15 July 2025, Bloomberg reported that Emirati businessman Mohamed Alabbar intends to develop two major projects in the housing and tourism sectors, valued at no less than 20 billion dollars, across Damascus and Latakia.

Since the start of 2025, the government has also signed memoranda of understanding worth billions of dollars with Arab and foreign companies in sectors including energy and transportation. Economist Karam Shaar noted that more than 20 percent of these memoranda have already moved into implementation.

Concerns Over Public Space and Community Impact

Several proposed projects have drawn criticism from architects and activists affiliated with the Reclaiming Public Space Initiative, particularly a plan to build an entertainment complex on Mount Qasioun overlooking Damascus. Initiative coordinator Ahmad Salah questioned whether these projects would genuinely benefit residents or further marginalize vulnerable communities. Key concerns include:

  • Whether proposed developments adequately address the needs of local residents
  • The future of public sites and state assets being offered to private investors
  • The risk of displacing lower-income communities from development zones

Transparency Deficit Draws Expert Criticism

Experts have leveled sharp criticism at what they describe as a lack of transparency surrounding the sovereign fund's operations. The Ministry of Finance estimates the fund's assets at approximately 50 billion dollars, a figure that exceeds Syria's entire gross domestic product, projected at around 33.7 billion dollars in the 2025 state budget.

Karam Shaar described the fund as "the biggest test of Ahmad al-Sharaa's transparency and economic governance," characterizing it as a "black box." Researcher Ahmad Hassan al-Ruz of the Syria Report noted that the identity of the fund's director has not been officially disclosed, though individuals who spoke to AFP on condition of anonymity said they had met the person known as "Abu Maryam al-Australi," a figure who moved to Syria in 2013 and was close to al-Sharaa during his leadership of Hayat Tahrir al-Sham in Idlib. Shaar also cautioned that agreements reached with businesspeople tied to the former regime could open the door to what he termed "crony capitalism."
