
Abyat Hills is a residential development launched in the Qudsaya suburb (zone E3) of Rif Dimashq through a public-private partnership between Syria's General Housing Establishment, operating under the Ministry of Public Works and Housing, and the Saudi Abyat Investment and Real Estate Development Company. Under the partnership model, the Syrian state provides the land while Abyat develops the buildings and facilities. The launch followed the completion of all technical and detailed studies and the conversion of an earlier memorandum of understanding into a full contractual agreement.
The foundation-stone ceremony was attended by Minister of Public Works and Housing Mustafa Abdul Razzaq, who noted that the project was among the agreements signed under the patronage of President Ahmad al-Sharaa at the Syrian-Saudi Investment Forum.
The project occupies the E3 zone of Qudsaya and covers a total area of approximately 380,000 square metres, comprising around 2,000 residential units, with completion scheduled within four years. The building footprint is limited to roughly a third of the site, with the remainder allocated to roads, services, and green space.
The gated community operates with a 24-hour security system.
Minister Abdul Razzaq described the launch as a pivotal step in advancing urban development, stimulating the construction sector, and generating employment, with the project reported to create more than 2,000 construction jobs. He added that further projects are being prepared and will be announced in sequence as their technical, regulatory, and legal procedures are finalised.
In parallel, Abyat is developing a second, larger project in Syria, the Modern Urban Complex in the Al-Bajaa area of Rif Dimashq, which spans up to 6 million square metres with approximately 20,000 units and an eight-year implementation period.
Abyat Investment and Real Estate Development Company is a Saudi real-estate investment and development firm. Abyat Hills is its first project in Syria, delivered in partnership with the General Housing Establishment.
