
Abyat Hills is a residential development in the Qudsaya suburb (zone E3) of Rif Dimashq, delivered through a public-private partnership between Syria's General Housing Establishment, which operates under the Ministry of Public Works and Housing, and the Saudi Abyat Investment and Real Estate Development Company. Under the partnership model the Syrian state provides the land while Abyat develops the buildings and facilities. The launch followed completion of the technical and detailed studies and the conversion of an earlier memorandum of understanding into a full contract.
The foundation-stone ceremony was attended by Minister of Public Works and Housing Mustafa Abdul Razzaq, who noted that the project was among the agreements signed under the patronage of President Ahmad al-Sharaa at the Syrian-Saudi Investment Forum. The developer's Director General stated that road and infrastructure works had begun more than two months before the ceremony.
The project occupies zone E3 of the Qudsaya suburb, west of Damascus in the direction of Yaafour, some 10 to 12 kilometres from Umayyad Square.
The site area is not settled. SANA reports approximately 380,000 square metres, a figure also carried by Al-Watan and by Abyat's own launch release. However, the developer's Director General is quoted in SANA's Arabic coverage at approximately 302,000 square metres, and a further SANA report gives 379,000. Neither the Ministry's official project page nor the published contract terms states a site area at all, so the figure is reported here as a conflict rather than as a settled number. The building footprint is stated as roughly one third of the site, with the remainder allocated to roads, services and green space.
The contract terms published by the Ministry of Public Works and Housing set out seven categories totalling 2,072 units across three phases: 500 units in phase one, 530 in phase two and 1,042 in phase three. The Ministry's project page describes the same programme as about 2,000 residential units. Each line below gives the approximate net area, then the unit count in phase one, phase two and phase three, then the subscription fee.
Subscription is made by requested number of rooms. Total and net unit areas are fixed only at allocation, according to the executive drawings. The contract states that the purpose of the subscription is to gauge demand per category, so the final distribution of units between categories may be adjusted within the approved plans and technical controls and subject to General Housing Establishment approval.
Units are delivered with full interior finishing. Delivery is phased: 2029 for phase one, 2030 for phase two and 2031 for phase three, with a force majeure clause allowing automatic extension of these periods.
The contract states that the price per square metre at first-phase allocation will range between 950 and 1,150 US dollars. The final price of each unit is set according to location, floor, view, area and specifications, and the price includes additional services such as a dedicated parking space and building amenities. Prices for the second and third phases are announced at their allocation, applying the same mechanism. Monthly service and maintenance charges are set separately by the Abyat Hills complex management.
The components below were described by the developer at and around the launch. They do not appear in the Ministry's project page or in the published contract terms, and are recorded here as developer statements rather than as contractually published specifications.
The figure of more than 2,000 jobs that circulated after the launch comes from Abyat's Director General, not from the Minister, whose own statement referred to job creation without giving a number. SANA's Arabic report attributes the figure to Abyat's two Syrian projects combined, alongside more than 6,000 indirect jobs, rather than to Abyat Hills alone. No feasibility study supporting these figures has been published.
Separately from Abyat Hills, Abyat is developing the Modern Urban Complex in the Al-Bajaa area of Rif Dimashq, reported at up to 6 million square metres with approximately 20,000 units and an eight-year implementation period. This is a distinct project on a distinct site. Syrian outlets have reported that landowners and farmers in Al-Bajaa received notices to vacate ahead of implementation there. That reporting concerns the Al-Bajaa site and no comparable report has been published for Qudsaya E3. The two projects are frequently referred to together under the Abyat name and should not be conflated.

No. The contract states explicitly that payment of the subscription fee is not a sale contract, not a final allocation and not a right to any specific unit. It grants the subscriber entry into the allocation procedure, and the fee is deducted from the payment due at allocation.
Subscription opens Wednesday 5 August 2026. The Ministry of Public Works and Housing announced that the General Housing Establishment, in partnership with Abyat Real Estate Investment and Development Company, opens subscription in Abyat Hills on 5 August 2026 from 09:00 to 17:00, with registration closing as soon as the available number is filled. Applications are received and audited by joint committees under the supervision of the General Housing Establishment, whose staff are present at every subscription centre to audit documents and data and to answer enquiries.
Each family may subscribe to one unit only, evidenced by a family civil record statement listing the national identity numbers of all family members. A legal power of attorney is required where the subscriber acts as an agent. Allocation priority is determined solely by the order and time of deposit of the subscription amount at Qatar National Bank, and not by the date of signature or application.
All amounts are deposited exclusively into the project's joint bank account and remain credited to the subscriber until allocation. Withdrawals from that account are permitted only against actual completion percentages approved by an accredited engineering consultancy, after audit and certification by an accredited financial auditor, with an execution quality guarantee withheld until final handover of the project.
Instalments after subscription are 20 percent on signature of the allocation contract, 20 percent when the structure reaches 50 percent, 20 percent when the structure reaches 100 percent, 20 percent when finishing works reach 50 percent, and 20 percent on handover at completion of finishing. Withdrawal is permitted before allocation only, against a 5 percent deduction, with the balance refunded within two months at most. Assignment, sale or transfer of a subscription before or during allocation is void.
The Ministry states that further explanatory files will be uploaded to its project page. The contract states that all marketing material is illustrative and that the contract and the approved drawings are the reference.
