Syria's Ministry of Local Administration Signs MoU with Türksat to Advance Digital Transformation

Syria's Ministry of Local Administration and Environment signed a memorandum of understanding with Turkish technology company Türksat on Monday, 20 April 2025, aimed at leveraging the firm's expertise in designing and implementing digital transformation strategies and fostering technological innovation within the ministry.

Deputy Minister Zafer al-Omar stated that the agreement forms part of a broader framework for advancing the ministry's digital transition, noting that cooperation with Türksat had been built through a series of practical steps, including a study of Turkey's integrated approach to real estate registry management.

Al-Omar specified that the areas of collaboration encompass data management systems, data centers, and associated analytical reporting. He emphasized that the initiative is designed to address longstanding challenges in the real estate sector, particularly the fragmentation of records and the loss of citizens' rights resulting from an over-reliance on paper-based transactions.

The deputy minister affirmed that digitalization will contribute to safeguarding property rights and organizing data with greater accuracy and reliability. He also noted that a technical delegation from the ministry had conducted a specialized working visit to Türksat's headquarters in early January, during which they reviewed advanced Turkish practices in digital governance.

Türksat is Turkey's sole satellite communications operator and is responsible for operating the country's e-Government portal. The company offers comprehensive solutions spanning cybersecurity, cloud computing, and artificial intelligence to both public institutions and the private sector.
