
Syrian Minister of Communications and Information Technology Abdul Salam Heikal signed an agreement on Tuesday, September 1, 2026, in the Saudi capital Riyadh, with Deemah Al-Yahya, Secretary-General of the Digital Cooperation Organization (DCO). The signing took place in the presence of Mohsen Mahbash, Syria's acting charge d'affaires to Saudi Arabia.
Syria's Ministry of Communications and Information Technology stated that the agreement aims to develop digital infrastructure and services in Syria. The agreement also includes the exchange of expertise and technical experience between the two sides in the field of digital transformation.
Prior to the signing, Minister Heikal took part in the opening of the Syrian pavilion at the LEAP 2026 exhibition and conference, held in Riyadh. The Syrian participation included a number of entities and startups working in the telecommunications and technology sector.
The Syrian participation in the exhibition aimed to showcase the latest Syrian technical projects and solutions, and to open new prospects for cooperation and investment between Syrian companies and their regional and international technology counterparts.
