The General Authority for Radio and Television in Damascus has announced, for the second time, an internal call for bids (internal announcement no. 63) for an order of video and audio encoding and decoding devices. The equipment is intended for microwave link and fibre link installations.

Scope of the Request

The call covers the supply of video and audio encoders and decoders, in line with the technical conditions set for this purpose and the provisions of the tender book. The technical specifications and the special conditions book are obtained from the issuing authority.

Financial Terms and Guarantees

• Provisional guarantee: SYP 2,250,000, provided as a bank guarantee, an accepted bank cheque or a bank transfer from the bidder's account to the Authority's account at the Central Bank of Syria.
• Final guarantee: 10% of the contract value.
• For a joint bid with more than one partner, the provisional and final guarantees must be issued in the names of all partners.
• Fee for the tender book file: SYP 500.

Bid Validity and Execution

A bid must remain valid for 180 days from the closing date for submissions. The winning bidder's commitment is renewed for a further equal period from the date it is notified of the award.

The execution period is 60 days, starting the day after the contractor is notified of the commencement order. Within one week of that notification, the contractor must provide proof of registration with the General Organization for Social Insurance.

Legal Framework

Matters not covered in the announcement are governed by Contracts Law no. 51 of 2004 and Decree no. 450 of 2004. Bids received after the deadline are disregarded. The deadline is 16 November 2026 at 2:00 pm.
