The Directorate of Technical Services in Idlib Governorate has announced Tender No. 176400, issued for the first time under full urgency procedures, for the execution of topographic survey projects across 28 localities within the governorate. The works are funded under the authority's investment budget.

Legal Basis

The tender is grounded in Contracts Regulation No. 51 of 2004, and has received the requisite approvals from the General Secretariat of the Presidency (No. 4656/1, dated 9 July 2026), the Minister of Finance (No. 10406/11-48, dated 30 June 2026), and the Governor of Idlib (No. 9264, dated 13 July 2026).

The tender covers 28 localities distributed across Idlib Governorate, with proposed survey areas ranging from 20 to 2,000 hectares and execution periods between 30 and 120 days depending on project size. Key localities include:

Financial Guarantees and Penalties

The initial security deposit is set at 5% of the estimated value, while the final guarantee amounts to 10% of the awarded contract value, payable by certified cheque, financial receipt, or bank guarantee. A delay penalty of one per thousand per day of delay applies. Insurance coverage with the Syrian General Insurance Corporation is mandatory for all awarded projects.

Eligibility and Bidder Requirements

Bidders must submit a valid classification certificate in the relevant specialisation and category as stipulated by the Minister of Construction and Urbanisation; non-compliant bids will be rejected. For projects exceeding 50,000 SYP in value, the contractor must assign a resident engineer on site. Bids remain binding for 120 days from submission, and the awarded contractor bears the cost of the tender announcement.

Bids must be submitted in sealed envelopes to the registry of the Directorate of Technical Services in Idlib, accompanied by supporting documents and the initial security deposit (5% of the estimated value, payable by certified cheque, financial receipt, or bank guarantee), no later than the end of official working hours on Sunday, 16 August 2026. Envelopes will be opened the following day at 10:00 a.m. Interested bidders must visit the Contracts Division to review and obtain the project dossier, and must submit a valid classification certificate in the relevant specialisation and category as required by the Minister of Construction and Urbanisation.
