The General Establishment for Drinking Water and Sewerage in Homs Governorate has announced an internal tender by sealed envelope, designated as Tender No. 7 for the year 2026 (first announcement, issued under urgency provisions). The scope of work covers the extension of water supply pipelines in Sakra village, Homs Governorate.
The estimated value of the project is 1,480,495 new Syrian pounds. The provisional security deposit is set at 75,025 new Syrian pounds, to be submitted alongside the bid in the form of a bank transfer, a valid bank guarantee, or a certified cheque endorsed to the Establishment. The final security is set at 10% of the awarded contract value. A delay penalty of 0.001 (one per thousand) applies for each day of delay, with a one-year warranty period.
The project execution period is 60 days. Bidders remain bound by their offers for 90 days following the submission deadline. The selected contractor remains bound for 90 days from the date of written notification of award.
Bidders must submit complete identification documents and a full registered address within their offer. A valid classification certificate issued by the competent authorities, covering water networks at category (4-5), is mandatory. Any non-compliant offer will be rejected.
This tender is governed by Law No. 51 of 2004 and Decree No. 450 of 2004. Tender documents may be obtained from the Contracts Department at the Establishment's headquarters for a fee of 500 new Syrian pounds.
How to Apply
Offers must be submitted in person to the General Registry of the Establishment at its main headquarters in Homs, no later than the end of official working hours on Sunday, 31 May 2026. The submission must include the provisional security deposit (bank transfer, valid bank guarantee, or certified cheque endorsed to the Establishment), complete identification documents, and the required classification certificate. Tender documents are available from the Contracts Department for a fee of 500 new Syrian pounds.
