  • An initial deposit of 20,000 Syrian pounds, payable by bank check or bank guarantee in favor of the Patriarchate.
  • A final guarantee equal to 10% of the contract value.
  • A daily delay penalty of 0.2% for each day of delay beyond the contract completion date.
  • Bidders remain bound to their offers for 40 days from the bid opening date, while the selected contractor remains bound for 60 days from notification of award.

The Department made a site visit mandatory for all bidders, with the final date for such a visit set for Friday, October 9, 2026, following a prior request submitted via the procurement department's email. The deadline for submitting inquiries was set for Monday, October 12, 2026, ahead of the bid opening session.

Submission and Bid Opening Dates

Bidders may obtain the tender specifications booklet for a non-refundable fee of 500,500 Syrian pounds, available from the Department's various offices starting Wednesday, September 30, 2026. The final deadline for submitting bids is noon on Thursday, October 15, 2026, with the bid opening session to be held the following morning, Friday, October 16, 2026, at the Department's office in Damascus.
