The Directorate of Social Affairs and Labor in Deir ez-Zor has announced an expedited, first-round tender for the rehabilitation and maintenance of part of the rural development center in Al-Tabni, part of a group of projects listed in the same notice.

The estimated value of the project, according to the financial terms document, is 16,106,052 Syrian pounds.
Bids submitted are subject to Decree No. 450 of 2004 and Law No. 51 of 2004 governing public contracts. The directorate set the initial guarantee required from bidders at 5% of the project's estimated value, with the final guarantee rising to 10% of the awarded value after the contract is granted.
Bids for each project must be submitted separately to the office of the Deir ez-Zor Directorate of Social Affairs and Labor, accompanied by the required supporting documents, inside two sealed envelopes placed within a third sealed envelope bearing the directorate's name, the bid subject, and the bidder's name, phone and fax numbers. The first envelope contains the participation request and legal qualification documents along with the initial guarantee, while the second envelope contains the financial offer without any reservations or additional conditions.
Bidders are also required to submit a classification document from the Contractors' Syndicate and a subscription with the Advertising Establishment. The validity period during which a shortlisted bidder remains bound by their offer is 45 calendar days from the date of notification of the award letter.
The directorate set the final deadline for submitting bids for this project as Sunday, September 19, 2026. Bid opening sessions begin at the directorate's headquarters at 11:00 a.m. on the first official working day following the submission deadline.
Interested parties may obtain the technical, financial and legal terms file from the Planning Department at the directorate during official working hours, against a fee of 2,500 Syrian pounds payable at the Deir ez-Zor Finance Directorate, with the payment receipt attached.
