The Directorate of Social Affairs and Labour in Deir ez-Zor has announced a total-speed tender, issued for the first time, for the rehabilitation of rural industries unit buildings in Jalaa, Mouhasan and Shheil. The tender follows the legal, financial and technical specification books prepared for each project.

Projects and Estimated Values

The notice covers three projects, each with an estimated value in Syrian pounds:

• Rehabilitation of the rural industries unit building in Jalaa: SYP 5,706,210.
• Rehabilitation of the rural industries unit building in Mouhasan: SYP 7,579,605.
• Rehabilitation of the rural industries unit building in Shheil: SYP 6,555,930.

The three estimates add up to SYP 19,841,745. The notice is divisible, so bidders may apply for one or more projects as the specification books allow.

Legal Framework and Guarantees

Offers are subject to Decree No. 450 of 2004 and Law No. 51 of 2004 (the Unified Contracts System). The directorate set the financial guarantees as follows:

• Initial guarantee: 5% of the project's estimated value.
• Final guarantee: 10% of the award value.

Bidder Requirements

Bidders must provide a classification certificate from the Contractors Syndicate, along with proof of subscription to the advertising establishment. Their documents must also show that they meet the conditions set out in Article 11 of Unified Contracts System Law No. 51 of 2004.

The nominated bidder stays bound to its offer for 45 calendar days from the date the award letter is notified. Any offer that departs from the specification books, or arrives after the deadline, will be rejected.

Key Dates

The deadline for submitting offers on all three projects is Wednesday, 11 November 2026. Bid-opening sessions begin at the directorate's premises at 10:00 a.m. on the second official working day after the submission deadline.
