The Syrian Engineers for Construction and Development Organization (SECD) has issued a request for quotation (RFQ) for the rehabilitation of Taybah Mosque in the city of Arbin, Rural Damascus, under reference EDU-OP-811-RFQ2. The notice is aimed at Syrian contractors and engineers.

Scope of the Notice

The request covers rehabilitation works at the mosque. The tender files and the conditions document are available through an online shared link provided by the organisation. Official inquiries go to the organisation's procurement email address, and the RFQ name and number must appear in the subject line.

Bid Components and Evaluation

Bids are submitted in three sealed envelopes:

• Supporting documents.
• Technical conditions.
• Financial offer.

The technical offer carries a weight of 35% and the financial offer 65% in the evaluation. Payment is made in three installments under the conditions file.

Deposit and Execution Period

The initial deposit is USD 1,000, returned to losing bidders once the evaluation is complete. Execution must not exceed 90 days.

Site Visit and Bid Delivery

A field site visit (Annex C) is part of the participation procedure and is arranged by phone with the organisation. Bids are hand-delivered to the SECD office in Arbin, Rural Damascus. The bid deadline is 3:00 PM Syria time on 9 November 2026.
