The Presidency of Aleppo City Council has announced a sealed-envelope tender for the rehabilitation and asphalting of the western entrance to the Nairab neighbourhood. It is issued for the first time under the full-urgency procedure. The tender is run through the Council's Directorate of Financial Affairs and carries reference number 106797.

Scope of the Tender

The works cover rehabilitation and asphalting along the entrance to western Nairab, from the Nairab Bridge to the cemetery. The project falls under the "excellent roads" specialisation, so bidding contractors must be classified in that category.

Value and Duration

• Estimated bill of quantities value: SYP 40,241,044 (new Syrian pounds).
• Execution period: 60 days.
• Bid submission deadline: Wednesday, 11 November 2026, until the end of official working hours.
• Bid opening: Thursday, 12 November 2026, at 12:00 noon.

Guarantees and Obligations

• Initial guarantee: 5% of the estimated value.
• Final guarantee: 10% of the total contract value, payable within 15 days of the contractor being notified of the award, without further notice, failing which the initial guarantee is forfeited.
• Late-delivery penalty: 0.001 (one per thousand) of the total contract value for each day of delay.
• Warranty period: one full year from the date of the provisional handover record.

Where a bid includes partners, all partners must jointly provide the provisional and final guarantees. The nominated contractor remains bound to its offer for 160 days from notification of the award, and a bidder is bound for 20 days.

Funding and Costs

Payment will follow the allocations set in the 2026 budget. The contractor bears the full cost of tender advertisements, however many are published.
