The General Secretariat of Idlib Governorate has announced a second-round, full-urgency sealed-envelope tender for restoration works across 18 municipalities under its administrative jurisdiction. The combined estimated value of all projects stands at approximately 47.5 million new Syrian pounds (SYP), with each individual project to be completed within a maximum of 45 days.
Bidders must submit a separate application for each municipality. The preliminary guarantee is set at 5% of the estimated project value, while the final guarantee is 10% of the awarded contract value, payable by certified cheque, financial receipt, or bank guarantee. A delay penalty of one per thousand per day of delay applies. Contractors are required to assign a resident engineer on site for projects exceeding 50,000 new SYP in value.
Bidders must submit a valid classification certificate in accordance with the relevant ministerial decree from the Ministry of Construction and Housing. Any offer that does not meet these requirements will be automatically rejected. Insurance coverage with the Syrian General Insurance Corporation is mandatory for all awarded projects.
Offers must be submitted in two separate sealed envelopes. The first envelope must contain the participation application, supporting documents compliant with Article 11 of Law No. 51 of 2004 (issued within the last three months), a declaration of acceptance of all tender terms, and proof of preliminary guarantee payment. The second envelope must contain the financial and commercial offer along with unit and total price schedules.
Tender documents may be obtained from the General Secretariat of Idlib Governorate for a fee of 1,500 new SYP.
Offer submission opens on Sunday, 26 April 2026, and closes at the end of official working hours on Sunday, 3 May 2026. Envelope opening will take place on Monday, 4 May 2026 at 10:00 AM at the premises of the General Secretariat of Idlib Governorate.

Offers must be submitted in person to the General Secretariat of Idlib Governorate in two sealed envelopes, from Sunday, 26 April 2026 until the end of official working hours on Sunday, 3 May 2026. A separate application must be submitted for each municipality. Tender documents are available at the Secretariat for a fee of 1,500 new SYP. Project insurance with the Syrian General Insurance Corporation is mandatory.
