Scope of the Tender

The Public Establishment for Road Communications in Damascus has announced a third-round domestic tender, under the full-speed procedure and the addition-or-reduction method, for maintenance works on the Khirbet Ghazaleh-Atman road. The contract period is 90 calendar days.

The tender follows the Unified Public Entities Contracts System issued under Law No. 51 of 2004 and the General Conditions Book issued under Legislative Decree No. 450 of 2004, together with the special technical specifications and the special legal and financial conditions book. Bidders are deemed to have reviewed the project file.

Value and Guarantees

• Estimated bill of quantities value: 5,303,400 new Syrian pounds.
• Initial guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
• Final guarantee: 10% of the award value.
• Bidder commitment period: 60 days from the date offers are submitted.
• Nominated contractor commitment period: 180 days from the day after notification of the award order.

All partners submit the initial and final guarantees, and the participation request must state that they are jointly and severally liable.

Eligibility Requirements

Bidders must submit a contractor classification certificate for roads and bridges works in the first, second or third category (2024 classification), issued by the Ministry of Public Works and Housing for 2026. Offers without this certificate are rejected. A receipt for the purchase of the project file must also be attached.

Public construction institutions and companies receive a preferential margin: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

• Submission deadline: before the end of official working hours on Tuesday, 10 November 2026.
• Opening of offers: in a public session at 10:00 a.m. on Wednesday, 11 November 2026.

The technical, legal and financial conditions books, along with an electronic copy of the 2002 technical specifications book for roads and bridges issued by the Ministry of Transport, are available from the Contracts Directorate of the Establishment. The notice states a fee of 3,000 new Syrian pounds.
