The General Authority for Supply and Procurement has issued an invitation to submit domestic price offers under tender reference 071-ع-2026, announced on 11 August 2026. The tender covers the supply of galvanised iron pipes (قساطل حديد منيبق) for the benefit of the Ministry of Energy in Homs Governorate.

Scope and Delivery Location

The tender requires the supply of galvanised iron pipes in accordance with the technical specifications set out in the tender documents. Delivery is to the warehouses of the General Company for Drinking Water and Sanitation in Homs Governorate. The execution period is 60 calendar days from the date of the commencement order.

Financial Conditions and Guarantees

• Initial guarantee: SYP 847,296, payable to the General Authority for Supply and Procurement in accordance with the financial and legal conditions booklet.
• Final guarantee: 10% of the contract value, to be paid within 30 days of contract signing.
• Delay penalty: 0.001 (one per thousand) of the total materials value per day of delay, not to exceed 20% of the contract value.
• Offer validity period: 90 calendar days from the day following the close of the submission period.

Submission Deadline

The deadline for submission of offers is the end of official working hours on Monday, 31 August 2026.

Offers must be submitted in three separate sealed envelopes placed inside a single sealed and signed outer envelope addressed to the General Authority for Supply and Procurement, referencing tender number 071-ع-2026 dated 11 August 2026.

Envelope 1 must contain the required legal and financial documents together with the initial guarantee receipt of SYP 847,296. Offers lacking this receipt will be rejected. Envelope 2 must contain the technical offer. Envelope 3 must contain the financial offer.

Offers are to be delivered by hand to the office of the General Authority for Supply and Procurement, formerly the General Establishment for Free Zones building, opposite the General Authority for Border Crossings and Customs, Damascus, Syrian Arab Republic, no later than the end of official working hours on Monday 31 August 2026.
