Scope of Work

The General Electricity Company of Idlib Governorate has issued Tender No. 176378, offered for the first time under standard procedures using the addition or deduction method. The tender covers the rehabilitation of a 20 kV overhead medium-voltage line extending from Basida substation to the city of Kafr Nabl in Idlib Governorate, in accordance with the tender dossier, legal and technical conditions, and the relevant engineering drawings.

Estimated Value and Financial Guarantees

The estimated value of the works is set at 4,364,540 Syrian Pounds (SYP). The provisional guarantee is fixed at 5% of the estimated value, amounting to 218,227 SYP, while the final guarantee is set at 10% of the awarded contract value.

Execution Period and Required Classification

The works must be completed within 60 days from the date of contract award. Bidders are required to hold a valid Electricity Contractor Classification, Fourth Category or above.

Eligibility and Required Documents

Interested contractors must visit the Contracts Department to obtain the project dossier for a fee of 3,000 SYP. The following documents are mandatory for bid acceptance:

• A certificate issued by the Arab Advertising Corporation confirming subscription to the Official Announcements Bulletin for the year of the tender.
• All documents stipulated under Article 11 of Contracts Regulation No. 51 of 2004.

Submitted bids remain binding for a period of three months from the day following the bid submission deadline.

Bids must be submitted no later than the end of official working hours on Sunday, 23 August 2026. The bid opening session is scheduled for Monday, 24 August 2026, at 12:00 noon.

Interested bidders must visit the Contracts Department of the General Electricity Company of Idlib Governorate to obtain the project dossier for a fee of 3,000 SYP. Bids must be submitted in person no later than the end of official working hours on Sunday, 23 August 2026, accompanied by all documents required under Article 11 of Contracts Regulation No. 51 of 2004, as well as a valid subscription certificate to the Official Announcements Bulletin issued by the Arab Advertising Corporation.
