The Syrian Building and Construction Corporation (SEBCO), Raqqa Branch, has announced Tender No. 68644, inviting sealed bids for the supply and installation of polyester-reinforced bituminous waterproofing membranes on bridge structures in Raqqa Governorate.

Scope of Work and Target Project

The tender covers the application of a polyester-reinforced asphalt waterproofing membrane layer of specified thickness, applied on both faces and in both directions. The works form part of the restoration and renewal project for Raqqa's new bridges, specifically Al-Rashid Bridge and Al-Sharida Bridge, in accordance with the applicable legal, financial, and technical conditions booklet.

Issuing Authority

SEBCO is a state-owned corporation established by ministerial decree in October 2025 through the merger of five government construction companies. It operates across Syrian governorates, executing infrastructure and housing projects. A dedicated Raqqa Branch was formally established in January 2026 to serve the governorate's rebuilding needs.

Financial Conditions and Guarantees

• Initial guarantee: SYP 69,000, payable by bank guarantee, certified cheque, or cash deposit into the Corporation's Central Bank account in the bidder's name.
• Dossier price: SYP 3,000, available from the SEBCO Raqqa Branch offices.
• Bidder commitment period: Ten calendar days from the day following the submission deadline.
• Nominated contractor commitment period: Ten days from the date of award notification.

Submission and Envelope Opening Dates

The deadline for submission is the end of official working hours on Sunday, 10 May 2026. Envelopes will be opened the following morning, Monday, 11 May 2026, at 10:00 a.m. at the SEBCO Raqqa Branch premises.

The conditions dossier may be obtained from the SEBCO Raqqa Branch offices. Interested parties may also visit the branch to inspect the project site and obtain any additional information related to the tender.

Offers must be submitted to the Syrian Building and Construction Corporation (SEBCO), Raqqa Branch, no later than the end of official working hours on Sunday, 10 May 2026.

Bids shall be placed in two separate envelopes, both enclosed within a third outer envelope clearly labelled with the bidder's name, the tender subject, and the submission deadline.

• First envelope: Contains the initial guarantee and all documents required under the legal, financial, and technical conditions booklet, along with proof of dossier purchase.
• Second envelope: Contains the financial offer.
