Tender Subject

Latakia City Council has announced a sealed-envelope tender, issued for the first time under reference number 3870/10208, covering asphalt rehabilitation works (hot-mix asphalt paving) around Al-Samak Square in the vicinity of Al-Shaab Public Pool. The works are governed by the technical specifications booklet approved under Decision 1/T dated 10 April 2026.

Estimated Value and Execution Period

The estimated project value is 364,450,000 Syrian Pounds (old currency), equivalent to 3,644,500 new Syrian Pounds. The contract execution period is set at 60 days from the date of award.

Financial Guarantees

• Provisional guarantee: 5% of the estimated project value.
• Final guarantee: 10% of the actual contract value.
• Bid validity period: 90 days from the date of submission.

Specifications Booklet

Interested parties may obtain the technical specifications booklet from the Contracts Division at Latakia City Council during official working hours. The booklet is priced at 1,000 new Syrian Pounds. Proof of purchase must be attached to the submitted bid; bids submitted without this receipt will be rejected.

Submission and Envelope Opening Dates

Bids must be submitted no later than the end of official working hours on Tuesday, 12 May 2026. Should that date coincide with an official holiday, the following working day shall be considered the deadline. Envelope opening will take place at the Financial Affairs Office of Latakia City Council at 12:00 noon on Wednesday, 13 May 2026.

Bids must be submitted in sealed envelopes to the Financial Affairs Office at Latakia City Council during official working hours, no later than the end of business on Tuesday, 12 May 2026. Each bid must include proof of purchase of the technical specifications booklet (valued at 1,000 new Syrian Pounds); bids lacking this receipt will be rejected. Should the submission deadline fall on an official holiday, the next working day shall apply.
