The Technical Services Directorate in Daraa has announced an internal, full-speed tender (No. 159384) to carry out road construction and rehabilitation projects in Daraa Governorate. The tender is run through sealed envelopes, by merger or reduction, in line with the special technical, financial and legal bid documents and the bills of quantities and prices.

Scope of the Tender

The tender covers ten road projects spread across towns and villages in the governorate, including Izraa, Jasim, Shaarah, Jamrin, Hawsh Hammad, Asem and Ayyib. The Directorate has set an estimated value and an execution period for each project.

Projects and Estimated Values

Values below are in new Syrian pounds as stated in the notice. The published text gives no unit for the execution period, so bidders should confirm it in the bid documents:

• Al-Buwayr to Al-Sousa road, 0.5 km long and 5 m wide, under Izraa municipality: 1,050,000; execution period 10.
• Al-Luwayhiq to Al-Shabraq road, 0.7 km long and 5 m wide: 1,596,000; execution period 10.
• Al-Zaarura road in Jasim, 4.3 km long and 6 m wide: 15,376,800; execution period 19.
• Shaarah road toward Jubab alongside the railway, 0.5 km long and 5 m wide: 1,490,000; execution period 10.
• Road in Asem, 500 m long and 5 m wide: 1,050,000; execution period 8.
• Road in Al-Buwayr village beside the water well to the west, 0.7 km long and 5 m wide: 1,470,000; execution period 6.
• Two connecting roads in Jamrin village: 1,890,000; execution period 10.
• Road in Hawsh Hammad, 1,000 m long and 5 m wide: 2,100,000; execution period 12.
• Road in Shaarah, 300 m long and 5 m wide: 840,000; execution period 10.
• Road in Al-Thalaj in Ayyib, 600 m long and 6 m wide: 1,260,000; execution period 10.

Guarantees and Financial Terms

• Initial guarantee: 5% of the estimated value of each project.
• Final guarantee: 10% of the award value, payable within ten days of the tender being awarded.
• Delay penalty: 0.001 (one per thousand) for each day of delay.
• Bid validity: bidders and the nominated contractor remain bound by their offers for 150 days.
• Bid file price: SYP 1,000, paid against a financial receipt.

Initial and final guarantees are submitted as a certified cheque, a bank guarantee or a bank transfer.

Deadline and Legal Framework

Offers are due by 15:00 on Sunday, 8 November 2026, and are to be opened at 10:00 the following morning. Offers are submitted under the special bid documents to the registry of the Technical Services Directorate in Daraa, and any non-conforming offer is cancelled.

Matters not covered in the notice are governed by Law No. 51 of 2004 and its implementing regulations, and by the General Conditions Book issued under Decree No. 450 of 2004.
