The Public Establishment for Road Communications in Damascus has announced a third-round domestic tender under the total-speed procedure, using the add-or-deduct method, for maintenance works on the Tartus, Khirbet al-Faras, Baghmlikh, Wadi al-Uyun road. The contract period is 90 calendar days.

Scope and Legal Framework

The tender follows the Unified Contracts System for Public Entities (Law No. 51 of 2004) and the General Conditions Book issued by Legislative Decree No. 450 of 2004. It also follows the special technical specifications and the special legal and financial conditions book. Bidders are deemed to have reviewed the project dossier under the conditions set out in the notice.

Value and Guarantees

• Estimated value: SYP 14,973,200.
• Initial guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
• Final guarantee: 10% of the award value.
• All partners must provide the provisional and final guarantees, and the application must state that they are jointly and severally liable.

Commitment Periods and Price Preference

Bidders remain bound by their offers for 60 days from the date of submission. The nominated contractor remains bound for 180 days from the day after it is notified of the award order.

Public construction companies and establishments receive a preference: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

Eligibility Requirements

• A contractor classification certificate for roads and bridges works, in the Excellent, First, Second or Third category (2024 classification), issued by the Ministry of Public Works and Housing for 2026.
• The receipt for the purchase of the dossier.

Offers submitted without the classification certificate are rejected.

Offers must be submitted before the end of official working hours on Wednesday, 4 November 2026. They will be opened in a public session at 10:00 a.m. on Thursday, 5 November 2026.
