The Tartus city council has announced a public tender for asphalt paving works covering several scattered streets in the city, within the first and second sections of Al-Mahatta district. This is the first announcement of the tender, issued under the technical, financial and legal specification books prepared for this purpose, and in accordance with Contracts Law No. 51 of 2004.

Scope of Works

The project covers paving and asphalt resurfacing of a number of main and secondary streets in the city, specifically:

• Amn al-Dawla Bridge
• Fadwa Tuqan Street
• Al-Matahen Roundabout
• Maysaloun Street (opposite the Green Tower)
• Khaled al-Azraq Avenue
• Zenobia Street
• Sports City Street

Estimated Value and Guarantees

The estimated value of the project works stands at 9,031,080 Syrian pounds. Bidders are required to submit a provisional guarantee equal to 5% of the estimated value, payable by transfer, bank guarantee, or certified cheque, while the final guarantee is set at 10% of the awarded contract value under the same payment methods.

Execution Period and Penalties

The execution period for the works is set at thirty calendar days from the date of notification of contract award, with a delay penalty of one per thousand of the contract value for each day of delay. The bidder's offer remains binding for sixty days from the day following notification of the award.

Participation Requirements

Interested contractors must submit their bids to the office of the Tartus city council, accompanied by the supporting documents required under Article 11 of Contracts Law No. 51 of 2004, along with a contractor classification certificate issued by the Ministry of Public Works and Housing, and a subscription document to the official announcements bulletin for 2026. The tender file costs 5,000 Syrian pounds and can be reviewed and purchased from the council's Contracts Department.

Bids must be submitted to the office of the Tartus city council along with supporting documents required under Article 11 of Contracts Law No. 51 of 2004, a contractor classification certificate from the Ministry of Public Works and Housing, and a subscription document to the 2026 official announcements bulletin, by the end of official working hours on Wednesday, October 7, 2026. Bids will be opened on Thursday, October 8, 2026 at 11:00 AM.
