Tartus City Council is announcing a tender, for the second time and citing overall urgency, for an asphalt paving project on various streets of the city. The tender follows the technical, financial and legal specification books prepared for it, the provisions of Contracts Law No. 51 of 2004 and the general conditions book.

Scope of Works

The project covers asphalt paving of various streets in the following neighbourhoods:

• Al-Raml (1) district
• Western Ghamqa
• Ghamqa district (Eastern Ghamqa)

Financial Terms

• Estimated bill of quantities: SYP 8,401,980 (eight million four hundred and one thousand nine hundred and eighty Syrian pounds).
• Provisional bond: 5% of the estimated value, payable by transfer, bank guarantee or certified cheque.
• Final bond: 10% of the award value, payable by the same methods.
• Delay penalty: one per thousand for each day of delay.
• Tender dossier price: SYP 5,000 (five thousand Syrian pounds).

Execution and Bid Validity

The execution period is thirty calendar days. The nominated contractor remains bound by its offer for sixty days, counted from the day after it is notified that the bid has been awarded to it.

Participation Requirements

Bidders must attach the following documents to their offer:

• Supporting documents under Article 11 of Contracts Law No. 51 of 2004.
• A contractor classification certificate under the latest classification issued by the Ministry of Public Works and Housing.
• Proof of subscription to the Official Announcements Bulletin for 2026.
