The Syrian Petroleum Company has announced its need to lease two units for desalting and removing associated water from crude oil at the Al-Omar and Al-Tank fields, under file No. 42/2026. The notice is issued as an internal and external tender on an expedited basis, under the provisions of Chapter Three of Law No. 51 of 2004.

Scope of the Tender

The tender covers the lease of two crude oil treatment units, including desalting and separation of associated water. The place of execution is the Al-Omar and Al-Tank fields.

The order cannot be divided, meaning a bid must cover both units together.

Duration and Guarantees

• The execution period is 365 actual working days, starting from the end of testing and the start of actual operation.
• The period may be extended by one additional year on the same financial terms and technical specifications, by agreement of both parties.
• Initial guarantee: SYP 65,604,000 for local bidders and USD 540,000 for foreign bidders.
• Final guarantee: 8% of each monthly statement is withheld as a performance guarantee.

• Closing time: end of official working hours on Tuesday, 24 November 2026.
• Bid opening session: Wednesday, 25 November 2026 at 10:00 a.m., at the Syrian Petroleum Company building in Dummar, 12th floor.
• Bid validity: 60 days from the day after the closing date.

Financial and Legal Terms

The payment method follows the financial and legal terms book. Matters not covered in the notice are governed by the contracts system under Law No. 51 of 2004, the file's specific terms book, and the general terms book issued by Decree No. 450 of 2004.

Bidders must submit a certified proof of subscription to the official announcements bulletin. The terms book can be purchased at the company headquarters for SYP 1,000 in cash from the cashier.
