Tender Subject

The Ministry of Emergency and Disaster Management has announced an expedited, second-call tender for rehabilitation and restoration works at centers belonging to its Southern Directorate, governed by dedicated technical, legal and financial terms of reference. The tender carries two reference numbers, 26-MEDM-so-0004653 and 26-MEDM-so-0004724.

Value and Bid Bonds

The estimated value for the complete works was set at SYP 27,084,488. The temporary bid bond for the entire tender was fixed at SYP 1,354,500, while separate bonds apply to sectors not yet awarded:

• Sector One (Quneitra, Suwaysa, Jabata): SYP 1,081,000
• Sector Four (Bosra and the warehouse): SYP 273,000

The final performance bond equals 10 percent of the contract value, and bids must be submitted in new Syrian pounds only.

Validity and Execution Periods

Bidders must keep their offers valid for sixty calendar days from the day following the submission deadline, while the selected contractor's offer remains binding for ninety calendar days from the date of award notification. The execution period is set at sixty calendar days from the date of the work order and handover of the site, whichever is later.

Application Requirements and Document Purchase

Interested bidders must visit the Southern Directorate office in Daraa al-Mahatta, near al-Dallah roundabout, opposite the Daraa al-Mahatta fire brigade, to obtain the tender file for a non-refundable fee of SYP 5,000, by submitting a sealed and duly signed written request. The file purchase window runs from the announcement date until the end of business on September 13, 2026, from 10 a.m. to 2 p.m. daily, except Fridays and Saturdays.

General Terms and Conditions

• Bidders must submit all required bonds; failure to pay a bond results in bid rejection.
• Joint bids require a participation request including a joint and several liability undertaking among partners.
• Bids not meeting the requirements are automatically rejected.
• The ministry reserves the right to divide the contract by sector and award each sector independently.
• The ministry reserves the right to cancel or reissue the tender without justification, with no right to compensation for bidders.

The deadline for submitting bids is the end of business on September 13, 2026, with bid opening scheduled for the following day, September 14, 2026.
