Tender Overview

The Syrian Telecommunications Company (Syrian Telecom) has re-issued domestic and international request for proposals No. 985/6/3/1, dated 24 June 2026, for the supply of 500 km of single-mode fiber optic cables complete with all accessories. Bidders are also required to submit physical samples of the cables and connectors for technical verification purposes.

Financial Conditions and Guarantees

The provisional guarantees are set as follows:

  • EUR 30,000 for foreign bidders
  • SYP 3,816,000 for domestic bidders

The final performance guarantee is set at 10% of the total contract value. A daily delay penalty of one per mille (0.1%) of the total contract value applies for late delivery.

Contract Duration and Bid Validity

The contract execution period is six months from the date of receipt of the commencement order. Bid validity is 180 days from the date of submission, and the selected contractor's binding period extends 180 days from the second day following notification of contract award.

Technical Evaluation Criteria

A minimum technical pass mark of 85% is required. Detailed technical evaluation criteria are included in the tender dossier. Domestic bidders may submit their offers in euros, provided they supply documentation confirming that the materials are imported from abroad.

Tender Dossier and Acquisition

The technical, financial, and legal tender dossier may be obtained from the Procurement Directorate at Syrian Telecom's Central Administration, Fayez Mansour Street, Damascus, against payment of:

  • EUR 1,000 for foreign bidders
  • SYP 128,000 for domestic bidders

Offers must be submitted in person to the Procurement Directorate at Syrian Telecom's Central Administration, Fayez Mansour Street, Damascus, no later than the end of official working hours on 10 August 2026, accompanied by the required provisional guarantee.
