The General Company for Drinking Water and Sewerage in Damascus Governorate has announced an addition-or-discount tender, held under the total-speed procedure for the first time, for the project to replace sewer lines in the Rukn al-Din and Muhajirin areas for 2026. The tender follows the special specification documents (technical, financial and legal) prepared by the administration for this contract.

Project Scope and Value

The estimated value of the project is SYP 6,000,000, an amount reserved in the 2026 investment budget. The execution period is set at three calendar months, starting from the date of the letter handing over the work site.

Bonds and Validity Periods

• Initial bond: SYP 300,000 (three hundred thousand new Syrian pounds).
• Final bond: 10% of the award value.
• Bidder commitment period: 90 calendar days, starting the day after the bid submission deadline.
• Nominated contractor commitment period: 90 calendar days, starting the day after notification of the award.

Where more than one participant submits a joint bid, all bidders provide the bonds among themselves.

Bidder Requirements

• Documents proving experience in similar works (sewerage). Documents from one bidder suffice where several participants submit a joint bid.
• Classification in the specialty of water and sewerage networks and dams, in the third, second or first category, by a duly certified document issued by the Ministry of Public Works and valid for 2026. One classification document suffices for a joint bid.
• The addition or discount percentage must be entered exclusively on the estimated statement prepared by the administration, the price schedule and the price analysis schedule, not on any external sheet, and all must be enclosed in the financial offer envelope, otherwise the bid is rejected.
• The bid must be submitted in person, by authorization or by official power of attorney.

Legal Framework
