The General Company for Drinking Water and Sewerage in Damascus Governorate has announced a tender (add-or-deduct basis) under the total urgency procedure, for the first time, for the project to replace sewer lines in the Qadam, Midan and Kafr Sousa areas for 2026. The tender follows the special specifications (technical, financial and legal) prepared by the administration for this contract.

Scope and Value

The project covers the replacement of sewer lines in the three areas named above. The company set the estimated project value at SYP 7,000,000 (new Syrian pounds) and stated that the amount has been reserved in the 2026 investment budget.

The execution period is set at four calendar months, starting from the date of the site handover letter.

Bonds and Validity Periods

• Provisional bond: SYP 350,000 (three hundred and fifty thousand new Syrian pounds), with all bidders in a joint bid required to provide it among themselves.
• Final bond: 10% of the award value, with the same condition for joint bidders.
• Bidder commitment period: 90 calendar days, starting the day after the bid submission deadline.
• Nominated contractor commitment period: 90 calendar days, starting the day after notification of the award.

Qualification Requirements

Bidders must submit documents proving experience in similar works (sewerage). One experience file is sufficient for a joint bid by several participants.

Bidders must also hold a valid 2026 classification, duly certified and issued by the Ministry of Public Works, in the specialty of water and sewerage networks and dams, in the first, second or third category. A single classification certificate is sufficient for a joint bid.

The notice is governed by Law No. 51 of 2004 and the general conditions issued under Decree 450 of 2004.
