The General Company for Drinking Water and Sewerage in Damascus Governorate has announced a tender, using the addition-or-reduction (premium/discount) method and the total-speed procedure for the first time, to carry out the project to replace sewer lines in the Qaboun, Barzeh and Jobar areas for 2026. The tender follows the special conditions books (technical, financial and legal) prepared by the administration for this contract.

Project Scope and Value

The estimated value of the project is SYP 7,000,000 (new Syrian pounds), an amount reserved in the 2026 investment budget. The execution period is set at four calendar months, starting from the date of the letter handing over the work site.

Deposits and Commitment Periods

• Initial deposit: SYP 350,000.
• Final deposit: 10% of the award value.
• Bidder commitment period: 90 calendar days, starting the day after the bid submission deadline.
• Nominated contractor commitment period: 90 calendar days, starting the day after notification of the award.

If more than one participant submits a single joint bid, all bidders provide the deposits among themselves.

Bidder Eligibility Requirements

• Documents proving experience in similar works (sewerage). One bidder's experience documents are sufficient when several participants submit a single bid.
• Classification in the water networks, sewerage and dams specialty, in the third, second or first category, by a duly certified document issued by the Ministry of Public Works and valid for 2026. One classification document is sufficient for a joint bid.
• The addition or reduction percentage must be entered exclusively on the administration's estimated schedule, the price table and the price analysis table, not on a separate sheet, and all must be placed inside the financial bid envelope, otherwise the bid is rejected.

Deadlines and Participation Rules

Bids are accepted until 15:20 on Sunday, 1 November 2026. The bid opening session is set for 10:00 on Monday, 2 November 2026.

The tender file can be obtained for SYP 1,000 paid to the company's cashier. The fee is non-refundable, and any bid not accompanied by a receipt for the file fee is rejected. The announcement is subject to Law No. 51 of 2004 and the general conditions books issued under Decree No. 450 of 2004.
