GOAL has invited interested companies to take part in an expression of interest (EOI) aimed at building a list of pre-qualified suppliers. The call carries the reference SYR_EOI_2027–2030 and covers two packages of rehabilitation work on water networks, sewage networks and water stations.

Scope of the Call

The notice concerns the pre-qualification of contractors and suppliers ahead of future work, so it is not a direct works contract. GOAL's aim is to compile a list of qualified firms it can deal with later under the two announced packages.

Packages on Offer

• Package 1: rehabilitation of the sewage network and the water network.
• Package 2: rehabilitation of water stations.

According to the notice, all required documents and instructions are included in the attached files, nine in total.

• Deadline for clarification requests: 29 October 2026, 11:59 pm Syria time.
• Deadline for proposals: 15 November 2026, 11:59 pm Syria time.
• Opening of expressions of interest: 16 November 2026, 13:00.
