The Technical Services Directorate of Latakia Governorate has issued an urgent tender, reference number 144437, comprising eleven projects split between road infrastructure works and educational facility rehabilitation across the northern countryside and Al-Haffa district.

Road Infrastructure Projects

Seven road projects are included, covering maintenance and new construction across two main areas:

• Maintenance of the Aliya - Al-Bayda road, Northern Rural Area: estimated value SYP 37,951,730, execution period 35 days.
• Maintenance of the road from the retaining wall in Al-Mutalla village to Al-Shumaysat village: estimated value SYP 22,234,350, execution period 35 days.
• Wadi Al-Azraq road from 800 m past the Ara junction to the Latakia - Salma - Al-Haffa highway: estimated value SYP 17,568,600, execution period 25 days.
• Tahoun Akko - Kabani - Dwair Al-Akrad - Al-Sarmaniya road, Al-Haffa: estimated value SYP 23,577,850, execution period 25 days.
• Construction of the Basufa - Al-Koum road, Al-Haffa: estimated value SYP 35,201,250, execution period 70 days.
• Maintenance of the Kansaba - Ard Al-Wata road to Mufrak Kanda via Tardin: estimated value SYP 29,967,130, execution period 40 days.
• Maintenance of the main road from Salma - Marj Khawkha - Tartiyah - Al-Mughayriya - Kadin: estimated value SYP 35,449,030, execution period 30 days.

School Rehabilitation Projects

Four projects address educational infrastructure in the Northern Rural Area, Al-Haffa, and Latakia city:

• Rebuilding of Rabia Secondary School, Northern Rural Area: estimated value SYP 39,865,650, execution period 400 days.
• Rehabilitation of Al-Wadi School (Phase 1), Rabia, Northern Rural Area: estimated value SYP 11,514,000, execution period 120 days.
• Rehabilitation of Duwayrika School (Phase 2, grades 7-9), Al-Haffa: estimated value SYP 16,984,900, execution period 150 days.
• Maintenance of Al-Uwaina Basic Education School (Phase 2), Latakia city: estimated value SYP 22,545,000, execution period 150 days.

Contractor Classification Requirements

Most projects require an Excellent Grade 1 classification with the Contractors Syndicate. Selected projects also accept Excellent Grade 2 or Excellent Grade 3 classifications as specified per project. All bidders must hold an active subscription to the Official Announcements Bulletin for 2026.

Deadlines and Key Procedures

Offers must be submitted by the end of official working hours on Monday, 7 September 2026. Envelopes will be opened at 10:00 a.m. on Tuesday, 8 September 2026. The initial bond is set at 5% of each project's estimated value, payable via a certified cheque or bank guarantee submitted within the offer period.

Interested contractors must visit the Legal Section of the Technical Services Directorate in Latakia to review project files and related conditions.

Offers must be submitted to the Directorate's registry no later than the end of official working hours on Monday, 7 September 2026. Envelopes will be opened at 10:00 a.m. on Tuesday, 8 September 2026.

Eligibility requirements include:

• Compliance with Law No. 51 of 2004, particularly Articles 11, 13, 14, and 15.
• Active subscription to the Official Announcements Bulletin for 2026 and classification with the Contractors Syndicate at the grade specified for each project.
• Submission of an initial bond equivalent to 5% of the estimated value, via a certified cheque or bank guarantee, within the offer submission period.
• Attachment of a notice from the Finance Directorate confirming payment of applicable fees under items 4 and 5 of Article 11 of Law No. 1 dated 20/3/2023.
• Attachment of a financial receipt for the conditions booklet, with stamps from the Latakia Finance Directorate, accompanied by a letter from the Legal Section.

Final bond: 10% of the awarded contract value. Offer binding period: 90 days. Nominated contractor binding period: 180 days.
