Tender Subject and Scope

Jadideh Al-Bahr Municipality, operating under Tartus Governorate, has announced internal tender No. (1) via sealed envelope for the execution of a road surfacing project within the village of Majdaloun Al-Bahr, in the municipality's administrative sector. The project forms part of ongoing local efforts to improve road infrastructure across the rural areas of Tartus.

Estimated Value and Security Requirements

The estimated project value is set at 1,497,090 new Syrian pounds. Financial securities are structured as follows:

• Preliminary security: 5% of the estimated value, payable exclusively by certified cheque or bank guarantee.
• Final security: 10% of the awarded contract value.
• Delay penalty: 0.01% (one per thousand) for each day of delay.

Execution Period and Binding Commitments

The project execution period is sixty days from the date the commencement order is issued. The bidder's binding commitment to their submitted offer extends for thirty days from the day following the submission date, while the nominated contractor's binding period extends a further thirty days from the date of award notification.

Eligibility and Classification Requirements

Applicants must hold a valid classification of Category Four or Five in the roads specialization. The tender dossier is priced at 3,000 new Syrian pounds.

Submission Deadline and Envelope Opening

Offers must be submitted no later than the end of official working hours on Thursday, 14 May 2026, and are to be delivered to the registry of Jadideh Al-Bahr Municipal Council, accompanied by all supporting documents and required securities. The public opening of envelopes will take place at the municipal council building at 10:00 AM on Sunday, 17 May 2026.

Offers must be submitted in person to the registry of Jadideh Al-Bahr Municipal Council during official working hours, no later than the end of business on Thursday, 14 May 2026, accompanied by all required supporting documents and financial securities. Envelope opening will take place at the municipal council premises at 10:00 AM on Sunday, 17 May 2026.
