Idlib City Council has announced a public tender through sealed-envelope submission, issued pursuant to Contracts Law No. 51 of 2004 and with the approval of the Governor under letter No. 422 dated 30 June 2026. The tender covers the implementation of the "Idlib Deserves" project, aimed at upgrading the city's road and infrastructure network.
The project encompasses road rehabilitation and asphalting across five main axes within Idlib city, in addition to the following associated works:
The estimated project value is SYP 1,262,600,000. The initial security deposit is set at 5% of the total financial offer, and the final security deposit at 10%. The execution period is 120 calendar days from the commencement date, with a delay penalty of 0.001 applied per day of delay.
Bidders must be qualified contractors or contracting companies with demonstrated experience in road and infrastructure works. Offers must cover all five project axes in full, with no partial bids accepted. Submissions must include both a financial offer and a technical offer prepared according to approved templates, accompanied by all required documents and supporting materials specified in the tender dossier.
Tender documents are available at Idlib City Council during official working hours from the date of this announcement. A document fee of SYP 30,000 is payable at the Financial Department office, and proof of payment must be presented upon collection of the tender dossier.
Offer submission opens on Thursday, 9 July 2026, and closes on Thursday, 16 July 2026 at 14:00 Damascus time. No offers will be accepted after this deadline under any circumstances. The bid opening session will be held by the duly constituted evaluation committee on Sunday, 19 July 2026 at 12:00 Damascus time.
How to Apply
Offers must be submitted in sealed and duly signed envelopes to the registry of Idlib City Council during official working hours, between Thursday 9 July 2026 and Thursday 16 July 2026 at 14:00 Damascus time. Bidders must first obtain the tender dossier by paying a document fee of SYP 30,000 at the Financial Department office and presenting the payment receipt upon collection. No offer received after the stated deadline will be accepted under any circumstances.
