The Public Establishment for Road Communications in Damascus has announced a domestic tender, issued for the third time, under the full-speed procedure and the addition-or-reduction method, for maintenance works on the Baniyas-Anaza-Tawahin road. The tender carries the number 88487.

Scope of the Tender

The tender covers maintenance works on the named road, with a contract period of 75 calendar days. It is conducted under the special technical specifications and the special legal and financial conditions booklet, and bidders are deemed to have reviewed the project file.

Value and Guarantees

  • Estimated bill of quantities value: SYP 6,210,000 (new Syrian pounds).
  • Initial guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
  • Final guarantee: 10% of the award value.
  • Bidder's commitment period: 60 days from the date offers are submitted.
  • Nominated contractor's commitment period: 180 days from the day after notification of the award order.

All partners must provide the temporary and final guarantees, and the participation request must state that they are jointly and severally liable.

Eligibility Requirements

Bidders must provide a contractor classification certificate for roads and bridges works, in the first, second or third category (2024 classification), issued by the Ministry of Public Works and Housing for 2026. Offers without this certificate are rejected. The receipt for the purchase of the project file must also be attached.

Public construction institutions and companies receive a preferential margin: their prices are accepted if they exceed the lowest private-sector price by no more than 10%.

Legal Framework

The tender is conducted under the Unified Public Entities Contracts System issued by Law No. 51 of 2004 and the General Conditions Booklet issued by Legislative Decree No. 450 of 2004.
