The Public Establishment for Road Communications has announced a second-round domestic tender, on an expedited basis and by the inclusion or deduction method, for maintenance works at scattered sites along the Sheikh Hilal to Athriya road, up to the governorate border with Raqqa. The tender number is 86538.

Scope of Works

The tender covers maintenance at scattered sites along the stated road. The contract duration is set at 120 calendar days.

Legal Framework

The tender is conducted under the following instruments:

• The Unified Public Entities Contracts System, issued under Law No. 51 of 2004.
• The General Conditions Book, issued under Legislative Decree No. 450 of 2004.
• The special technical specifications and the special legal and financial conditions book.

Bidders are deemed to have reviewed the project file.

Value and Guarantees

• Estimated bill of quantities value: SYP 26,517,600.
• Initial guarantee: 5% of the estimated value, valid until the bidder's commitment to its offer ends.
• Final guarantee: 10% of the award value.
• Bidder's commitment period: 60 days from the date of bid submission.
• Nominated contractor's commitment period: 180 days from the day after notification of the award order.

All partners must provide the provisional and final guarantees, and the participation request must state that they are jointly and severally liable.

Eligibility Requirements

• A contractor classification certificate for roads and bridges works (Excellent, First or Second category), issued by the Ministry of Public Works and Housing for 2026. Bids without it are rejected.
• The receipt for the purchase of the tender file.

Public construction institutions and companies receive a preferential margin: their prices are accepted if they exceed the lowest private sector price by no more than 10%.
